
219. Improving Teacher Performance: Reform, Improve, or Get Out!

This session will focus on the statute passed by the North Carolina General Assembly to enable principals to design action plans for low-performing teachers (tenured and not tenured) who received below-standard evaluation on any of the state’s teacher evaluation criteria. The statute also provides an expedited (90 days) process for removing teachers who are not performing at acceptable levels. The conditions surrounding the creation of this statute in a state focused on school reform and the reactions from stakeholders will be described. A high school principal and a high school assistant principal from different school districts will describe the issues they faced as they implemented action plans in their schools. They will describe their efforts to write detailed action plans to improve a teacher’s performance and their successes and failures with action plans, and discuss the impact this legislation has had in their schools.
