220. When Autonomy Is Accountability for Someone Else’s Agenda

Fifteen years ago British schools were given complete control of their own budgets and most of the responsibilities of employers, including hiring and firing. In return they were handed a highly prescriptive national curriculum and were set national standards against which pupils are tested throughout their school careers. Test results are published in “league tables,” and schools are held to account through regular inspection, the results of which are published on the internet. School principals and their deputies are set annual performance targets by their school boards and may be rewarded financially for meeting them. Has all this activity improved the education of the pupils and the lives of principals and their staff?
