Urban high schools are widely recognized as being among the most difficult educational institutions to reform. Increasingly, researchers and educators have focused upon the need for smaller learning communities as an essential feature of the kinds of reforms that are needed. While endorsing this strategy, this presentation will address the other changes in teaching and learning, courses access, skill development, counseling, and parental involvement that are also needed to increase the likelihood of school success. The presentation will also consider various strategies that schools can adopt to increase the level of student engagement in school. Data from research conducted at high schools in northern California and the Boston Public Schools will be drawn upon to illustrate how changes in the structure and culture of urban schools can be successfully implemented.
